This dataset contains active to passive power spectral density ratio when WHISPER is in sounding mode on Cluster 4.

512 values, one for each frequency, indicating the ratio (Active received power) / (Passive received power), coded as follows :

0 indicates Active/Passive <= 2

1 indicates 2 < Active/Passive <= 4

2 indicates 4 < Active/Passive <= 16

3 indicates 16 < Active/Passive
