Wind Suprathermal Ion Composition Spectrometer (STICS) phase-space distribution functions at 1-day time resolution for specified ions. Calibrated science quality data presented in the native spacecraft frame. The data files contain 3D phase space density distribution, A(v) (currently in arbitrary units) functions, for H+. There are 512 values for A(v) for each time step, corresponding to each directional sector (16 total directions) and each Deflection Voltage Step (DVS) corresponding to a set E/q value (32 total voltage steps per sector). Only proton distribution functions are currently released at the production level.

Wind/STICS instrument and other Wind instrument information.
Year in which measurement was made
Integer day of year. Timestamp marks beginning of interval.
Sector refers to the observation direction in the ecliptic plane (as shown in Figure 2 of the Release Notes PDF document). Azimuthal sector index of the data, keyed by the Wind Sun sensor. Sectors 8-10 are the solar direction, while Earthward is sectors 0-2. Each sector is 22.5 degrees. See release notes for details.
Deflection voltage step of the STICS electrostatic analyzer (ESA). This is the step number corresponding to the E/q value given in the row. The set of DVS values are useful for natural binning of E/q values.
Energy per charge ordinate for phase-space density. These are dictated by the voltage stepping of the STICS electrostatic analyzer (ESA).
Velocity ordinate for phase-space density (the center of the velocity bin). These values are different for each ion, proportional to the ion mass per charge (m/q) as 1/sqrt(m/q).
